The North Florida Council No.
1 of Royal and Select Masters, organized in Jacksonville,
Florida in 1998, under the jurisdiction of the Grand Council of
Ohio, was the precursor to the organization of the Russell
Alexander Earl, Sr. Grand Court.
In April 1999, with the
approval and blessing from the Most Worshipful Grand Master,
David L. Wright, 33˚, Companion Russell Earl, Sr., first Grand
Thrice Illustrious Master of the Illustrious Union Grand Council
of Royal and Select Masters of Florida, announced to all
interested Eastern Stars, Heroines of Jericho and Royal and
Select Masters in Florida the criteria and procedure for
becoming a member of the auxiliary, Ladies of the Circle of
Perfection. He was later given recognition as “Godfather” of
the Russell Alexander Earl, Sr. Grand Court, P.H.A.
On October 16, 1999, during
the ravages of Hurricane Irene in Satellite Beach, Florida,
sixteen (16) officers and members from the Bernal V. Ford Grand
Court of New Jersey, led by Royal Grand Perfect Matron Carolyn
Pugh and Royal Grand Chief Advisor Arthur Taylor, obligated a
constitutional number of eligible Royal Matrons and Companion
Guardians as charter members of the Ladies of the Circle of
Perfection organization in the state of Florida. The five (5)
courts established under the dispensation of the Bernal V. Ford
Grand Court of the state of New Jersey were Genesis #1,
Jacksonville; Ruth #2, Tallahassee; Absalom #3, Lakeland;
Charlie P. Albury #4, Miami; L.H. Daniels #5, Orlando; Elisha
Club of Ft. Lauderdale was also established.
In November 1999, in Orlando,
Florida, the top six officers from each court/club met for the
sole purpose of establishing committees and electing officers
for the proposed Grand Court. The following were elected:

On September 8, 2000, the
five (5) courts were chartered in Orlando, Florida. The
following day, September 9, 2000, the Russell Alexander Earl,
Sr. Grand Court Ladies of the Circle of Perfection, received its
charter from the Bernal V. Ford Grand Court of New Jersey.
Being the first Royal Grand
Perfect Matron, Charlie P. Albury was very instrumental in
establishing Grand Court By-Laws, obtaining paraphernalia,
committees, to name a few of the many facets needed to head a
new department. She reigned from 1999 – 2004.
The second Royal Grand
Perfect Matron Mary Caldwell-Williams tenure was from
2004-2006. Under her tenure the Caldwell-Williams Scholarship
was formed.
The
third Royal Grand Perfect Matron Joyce Trobridge tenure started
in 2006.
